Saudi Arabia partners with Ewpartners to expand healthcare services, attract Chinese investment

Saudi Arabia has struck a major deal with China-linked investor Ewpartners and four industry partners to boost private healthcare capacity in dialysis, rehabilitation, assisted reproduction, and diagnostics. 

The agreement, valued at around 1.5 billion yuan ($214 million), comes under the Health Sector Transformation Program of Vision 2030, which aims to raise private-sector participation in healthcare from 40 percent to 65 percent while injecting more than $6.5 billion into infrastructure and digital upgrades.

The pact was formalised at the 2025 Saudi International Medical and Health Expo, with ministries of Health and Investment providing policy support and facilitating capital deployment. The initiative combines international technologies and global operators with local service networks to accelerate delivery, reduce per-patient costs, and drive localisation in services and supply chains.

Saudi authorities emphasise the dual purpose of healthcare as a public priority and an economic diversification lever. Demographic shifts, rising noncommunicable diseases, and policy pressures for efficiency and quality are key factors driving investment. Market data points to rapid growth in digital-enabled services, with Saudi Arabia’s digital health market projected to climb from $4.4 billion in 2024 to $15.3 billion by 2033, at a compound annual growth rate exceeding 13 percent.

The deal addresses measurable capacity gaps. Hemodialysis demand has surged due to chronic kidney disease prevalence, rehabilitation services face staffing shortages, assisted reproduction continues to grow faster than supply, and high-end diagnostics remain underdeveloped.

Execution will require navigating regulatory hurdles, including stringent registration and quality requirements, competition from established Western brands, and the need for centralised procurement access.
